Students who offer poverty proof can apply for financial aids and can be reimbursed for half of the health insurance fee. 

Poverty proof needs to applied via governmental or official units.

This low-income certificate application is only for students from Hong Kong, Macao and overseas compatriot students.

Only overseas compatriot students can have the discount on National Health Insurance. (Originally you should pay the health insurance NTD 749/month, but you would only pay NTD 374/month if you  offer your low-income certificate)
